Regional Plan and District 13

For District 13 specifically, there isn't much that is truly new. There are a few enhancements for shared housing with special care, accommodation for beehives, and farmer's markets. These are all inline with regional strategies, and they provide consistency throughout the Regional Plan for our overarching goals.

The biggest news for District 13 is the watercourse setback:

  • The Regional Plan now requires a 30-meter setback from watercourses, replacing the previous 20-meter standard.
  • Exceptions and Flexibility: Lots created before 2006 may be allowed to reduce the setback to the greatest extent possible if a full 30-meter buffer is not feasible.
  • Lots created between 2006 and the adoption of the new Regional Plan can adhere to the buffer shown on their approved subdivision plans.
  • In cases where the 30-meter setback prevents the main use of a property, alternative approaches or a reduced buffer may be considered through a development agreement.
